Certain communities are disproportionately affected by natural disasters and climate-related hazards due to a combination of social, economic, and environmental factors. Vulnerable populations such as the poor, marginalized groups, and indigenous communities often lack access to resources, infrastructure, and social services that could help them prepare for and respond to disasters. Additionally, factors such as rapid urbanization, deforestation, and inadequate land-use planning increase exposure and vulnerability to natural hazards. Addressing the root causes of vulnerability requires addressing underlying issues of poverty, inequality, and social exclusion, as well as building resilience through disaster risk reduction and climate adaptation measures
